As Britain gears up for the upcoming General Election this July, there's an urgent need for transformative change in the housebuilding sector. The industry has been mired in sluggish growth for too long due to economic instability. Now, as future homeowners and tenants grow impatient, the call for revolution is louder than ever.

Current challenges and the road to resolution

According to a study by Savills, without significant government intervention, new home construction in England could plummet to a mere 160,000 homes per year—a stark contrast to the ambitious annual target of 300,000 homes set by the Conservative government. Key factors contributing to this potential decline include high borrowing costs, an inefficient planning system, and escalating building expenses. These challenges underscore the urgent need for government action to support the housing sector's growth and stability.

A detailed blueprint for change: The industry's wish list

Rachel Hughes, Marketing Director at wienerberger UK and Ireland, has outlined a comprehensive wish list for the incoming administration, emphasising five critical areas:

1.     Ease Planning Restrictions: The current planning system is notoriously complex and slow. Streamlining approval processes and delegating more power to local councils could accelerate the initiation of housing projects, helping to clear the backlog of undeveloped land and deliver new homes more rapidly.

2.     Open More Land for Development: Access to land is a significant bottleneck. The proposal includes unlocking "grey belt" areas—underutilized spaces that are neither protected green belts nor developed brown belts. Transforming areas like disused car parks and derelict urban spaces could significantly increase the availability of developable land without encroaching on cherished green spaces.

3.     Streamline Regulations: While it’s crucial to maintain standards that ensure safety and quality, the current regulatory framework is overly burdensome. The industry calls for a balance that maintains high standards while facilitating innovation and efficiency. Simplifying these regulations could reduce costs and speed up construction without compromising quality.

4.     Invest in Skills and Labour: The sector faces a severe skills shortage, with gaps in both skilled tradespeople and general labour. Investing in targeted training programs and apprenticeships can equip the workforce with the necessary skills for modern construction practices, ensuring that the industry can meet future demands.

5.     Create Better Market Conditions for Buyers: To stimulate demand for new homes, the government should introduce more buyer-friendly policies. These could include affordable mortgage schemes, incentives for first-time buyers, and ensuring a stable housing market. Such measures would make homeownership more accessible and could help revive the housing market.

Addressing sector-specific needs

The wish list also addresses the unique needs of both the private and public sectors. For private housebuilders, easing planning restrictions and opening more land are crucial to overcoming costly delays and fostering investment. In the public sector, the focus is on upgrading aging social housing to meet modern standards of energy efficiency and sustainability, requiring substantial financial investment and support from the government.
